Are Dogs Allowed on the Beach?

It depends on the town, the season and often the time of day. There's no national rule. Some popular beaches ban dogs all year, including Destin, Florida, and Gulf Shores, Alabama. Others, such as Myrtle Beach and Virginia Beach, only limit dogs during summer hours. And on the Outer Banks, the rule can change when you cross a town line.

Season dates are the part most people get wrong. Ocean City, Maryland, allows dogs on the beach from October 1 through April 30 and not at all in summer. Ocean City, New Jersey, has a different window even with the same name. If you go by what you remember from a past trip, or what a neighbor says, it's easy to pay a fine.

We checked the rules for 12 popular beach towns in November 2026, using city and county pages wherever we could. A few city pages block automated readers, so for those we relied on the official wording shown in search listings or local news reports, and we note where that's the case. Rules do change, and enforcement dates can shift from year to year, so check the town's own page before you drive.

Service animals are exempt in the towns that address it, including San Diego, Virginia Beach and Panama City Beach.

Myrtle Beach and North Myrtle Beach

These two are next to each other and have different rules, which is why so many visitors get them confused. The City of Myrtle Beach allows dogs only before 10 a.m. and after 5 p.m. from May 1 through Labor Day, and they must be leashed at all times. After Labor Day the hours relax and dogs can be on the public beach at any time of day, but leash and waste rules still apply. We saw that wording in search listings of the city's page, because the page blocks automated readers.

North Myrtle Beach bars dogs from May 15 through Labor Day between 10 a.m. and 4 p.m., and has a leash law all year with a 7 foot maximum. Some blogs show different dates for this town, so use the city's page rather than a rental company's summary. Horry County areas between the two cities have their own rules as well.

Hilton Head Island

The Town of Hilton Head Island says no dogs or other animals are allowed on the beach from 10 a.m. to 5 p.m., from the Friday before Memorial Day through Labor Day. That wording is from a past-season town release, and we saw it through search rather than reading the page directly. The Audubon South Carolina guide gives the same window.

Local news reports use phrasing that can sound like the opposite, because they describe what happens after the season ends. WTOC reported in September 2025 that dogs were allowed back from 10 a.m. to 5 p.m. on a leash, but not near Fish Haul Creek. In other words, those midday hours reopen after Labor Day. Fish Haul is a shorebird area, so keep dogs well away from nesting and feeding birds on any beach.

Virginia Beach

Virginia Beach explains its rules well. From fall to spring, meaning after Labor Day and before Memorial Day weekend, dogs are welcome on public beaches and the Boardwalk at the Oceanfront at any time. They must be leashed on the Boardwalk but can be off leash on the beach if firmly under your control.

In summer, from the Friday before Memorial Day through Labor Day weekend, dogs can't be on the beach in the Resort Area between 1st and 42nd streets. They can walk the Boardwalk from 6 a.m. to 7 p.m. on a leash. North of 42nd Street and south of Rudee Loop, including Croatan and Sandbridge, dogs are allowed before 10 a.m. and after 6 p.m. only. That makes Sandbridge a far better summer choice than the main Oceanfront if your dog is coming along.

Ocean City, Maryland, and Ocean City, New Jersey

Ocean City, Maryland, allows dogs on the beach and boardwalk only from October 1 through April 30. Dogs must be leashed when walked around town, and owners must pick up waste. There's a year-round dog playground at 94th Street, bayside, so you still have somewhere to go in summer.

Ocean City, New Jersey, bars dogs from the beach between May 1 and September 30. It also bars them between the Ocean City-Longport Bridge and the terminal groin near Seaview Road from March 15 to September 30, which catches people visiting in spring.

The Outer Banks

The Outer Banks visitors bureau lists rules town by town, and they really do differ. Duck allows dogs on the beach unleashed under the owner's watchful eye, but its beach accesses are privately owned by homeowners' associations and limited to residents and guests. Southern Shores allows dogs before 9 a.m. and after 6 p.m. from May 15 to September 15, with a year-round leash law and a 10 foot maximum. Kitty Hawk wants a current rabies tag displayed and requires a leash of up to 12 feet between 10 a.m. and 6 p.m. in summer. Kill Devil Hills bars dogs from 9 a.m. to 6 p.m. between Memorial Day and Labor Day and requires a leash at other times. Nags Head allows dogs all year on a leash of up to 10 feet.

Cape Hatteras National Seashore allows dogs all year on a leash of 6 feet or less, and it can close areas for nesting birds, so check before you walk. Our guide to dog-friendly national parks explains how federal land usually works. If you rent a house here, ask which town it's in before assuming anything.

Florida and Alabama Gulf beaches

The northern Gulf is the toughest region for dog owners. Destin's FAQ says dogs aren't allowed on the beaches in Destin and Okaloosa County, and it points to the Nancy Weidenhamer Dog Park instead. Gulf Shores says pets aren't allowed on any of its sand beaches. Pets are welcome at Gulf Place, but they can't go on the sand. Its alternatives are the Gulf Shores Dog Park and the Dog Pond at Lake Shelby in Gulf State Park. Local news has reported the city warning visitors about this and sending beach inspectors out to enforce it.

Panama City Beach limits dogs to a designated Dog Beach on the west side of the Russell-Fields City Pier at Pier Park, on a leash. We read that in search listings of the city's pages. A dog that qualifies as a service animal under the ADA can go beyond that area.

Miami Beach prohibits dogs on city beaches except at Bark Beach, at 80th and 81st streets. Dogs must be leashed at all times there too.

San Diego

San Diego uses a clock. The city's lifeguard page says dogs can't be on the beach, boardwalk or adjacent parks between 9 a.m. and 4 p.m. from November 1 through March 31, or between 9 a.m. and 6 p.m. from April 1 through October 31. At other hours they must be leashed. Dog Beach is the exception, and the city has further rules on Mission Bay and other sites.

Why so many towns restrict dogs in summer

Most of these rules come down to crowding, waste and wildlife. A narrow strip of sand with thousands of towels on it isn't a good place for a dog, and water quality is a real concern when waste is left behind. That is why so many towns use a summer window rather than a total ban. They want dogs on the beach when it's quiet, which also happens to be the safest time for the dog. Knowing that helps when you're planning: the rule usually isn't there to keep you out altogether, and the first and last hours of the day are often the best on the sand anyway.

Leash rules can catch you out

A dog being allowed on the beach doesn't mean it can run free. Myrtle Beach, Miami Beach, San Diego and Panama City Beach all require a leash. North Myrtle Beach caps a leash at 7 feet, Nags Head and Southern Shores at 10 feet, and Cape Hatteras National Seashore at 6 feet. A long training line or a retractable leash can put you over the limit even though your dog is technically attached.

A few places are looser. Virginia Beach allows dogs off leash on the beach outside summer if they're firmly under your control, and Duck allows unleashed dogs under the owner's watchful eye. In those places you're still responsible if your dog bothers someone, chases birds or runs up to another dog. Unless your recall is very good, keep the leash on. Our guide to when you can let your dog off leash offers a fair test of whether your dog is ready.

Pick up everything

Nearly every rule we read includes cleaning up after your dog, and Kitty Hawk says you must carry a bag or container at all times. Waste left on sand doesn't simply disappear. It's also one of the things most likely to get dog access reduced further. Bring more bags than you think you need, and don't bury it or leave a tied bag by the dune crossing. Trash cans can be a long walk from where you're sitting, so a small bag holder on the leash helps.

Rental homes and private beach access

A dog-friendly rental doesn't mean a dog-friendly beach. Your host can allow a dog in the house while the town still keeps it off the sand from 10 a.m. onward, or altogether in places like Gulf Shores and Destin. Some communities add their own limits on beach accesses too, as in Duck, where homeowners' associations own the access points. Ask the owner or agency how guests with dogs actually get to the water, and whether the access path is shared with a community that has its own rules. Our guide to the Airbnb and Vrbo pet policy covers the fees side of booking.

How to check a beach that's not listed

Search for the town name with "code of ordinances" and "animals", or look for a beach rules page on the city's own website. Rental agencies and tourism blogs are useful for finding a dog-friendly area, but they don't always update when a rule changes. A few questions cover nearly everything: which dates apply, which hours, how long a leash, and whether state or federal land nearby has different rules. State parks often differ from the town next door, as our guide to state park dog rules shows.

Keeping your dog safe on the sand

The Virginia Beach page has good advice that applies everywhere. Swallowing salt water can cause vomiting and diarrhea, and in large amounts it can cause seizures or worse. Eating sand, shells or stones can cause a blockage. Dogs with short hair, white fur or pink skin burn easily, so use only a sunscreen made for dogs or one your vet approves. Bring fresh water and shade, because heat exhaustion comes on quickly when a dog is running and swimming.

Dry sand gets hot enough to hurt paws, which is one reason early and late hours work better even where midday is legal. Dog shoes or a cooling vest can help on hot days, and our guide on how to cool a dog down in summer covers the warning signs. Not every dog is a strong swimmer, so a dog life jacket makes sense in surf or currents. Rinse your dog with fresh water after a swim, too.

Keep your dog away from seals, nesting birds and other wildlife. Virginia Beach asks people to stay at least 50 yards from seals and keep pets back too.

Planning a beach trip with a dog

If you want your dog on the sand every day, choose your town first and your lodging second. In July, a place like Sandbridge or Nags Head gives you morning and evening beach time, while Destin or Gulf Shores gives you none. For the drive, our road trip with a dog guide will help, and a hotel with no pet fee may keep costs down. If the ban hours rule out your plans, a local dog sitter can cover the middle of the day while you're on the sand.
